Last fact check: 8 September 2026 | For skilled professionals living in Dubai and the UAE
New Zealand skilled migration from Dubai starts with identifying a suitable residence pathway and securing a qualifying New Zealand job or job offer. Eligible Green List Tier 1 applicants may seek residence while overseas. Other applicants may need qualifying New Zealand work experience through the Skilled Migrant Category or Green List Tier 2 pathway. Read the official Green List pathway and skilled residence comparison.
For a nurse, engineer, teacher, IT professional or skilled tradesperson in the UAE, the important question is
Which route matches my existing qualifications, registration, experience and likely job offer?
A shortage occupation can create an opportunity, but it does not remove the visa conditions.
This guide explains the rules following the August 2026 changes, compares eight occupations and shows how to prepare for 2027. You can also explore New Zealand migration support from The Global Axis.

Which New Zealand skilled migration pathway should you consider?
Start with this comparison. These are distinct visa routes, each with its own eligibility rules.
| Route | Main basis | New Zealand work before residence |
|---|
| Straight to Residence | Eligible Green List Tier 1 job with an accredited employer | No mandatory Tier 2 work period offshore applications may be possible |
| Work to Residence | Eligible Green List Tier 2 employment | 24 qualifying months within the preceding 30 months |
| Skilled Migrant Category | Points, Skilled Work Experience, or Trades and Technician pathway | Depends on the selected pathway |
| Accredited Employer Work Visa | Qualifying job offer from an accredited employer | Temporary work visa residence requires a separate assessment |
Residence and permanent residence are different stages
A Resident Visa allows indefinite residence but has travel conditions. A Permanent Resident Visa provides indefinite travel rights and normally requires at least two years of holding residence, compliance with visa conditions and evidence of commitment to New Zealand.
One commitment option is spending at least 184 days in New Zealand in each of the two immediately preceding years. See the official Permanent Resident Visa requirements.
Dubai residence is your application context it does not replace New Zealand’s eligibility requirements. Nationality, qualifications, employment history and family circumstances still matter.
What changed in New Zealand skilled migration in August 2026?
The Skilled Migrant Category changes took effect on 24 August 2026. The current system offers three pathways. Older articles describing only the previous points settings may give UAE applicants an inaccurate assessment.
Read the official August 2026 Skilled Migrant Category changes.
Points pathway understand the updated qualification points
You need six skilled resident points. Choose one main basis qualification, eligible occupational registration or income, and add qualifying New Zealand work experience where necessary. You cannot combine these three main categories.
| Recognised overseas qualification | Qualification points | Additional qualifying New Zealand work to reach six |
|---|
| Bachelor’s degree, Level 7 | 4 | 1.5 years for 2 points |
| Master’s degree, Level 9, with supporting bachelor’s degree | 5 | 1 year for 1 point |
| Doctoral degree, Level 10 | 6 | None required for points |
These are qualification examples, not complete eligibility assessments. Extra work experience points are currently one point for one year, two points for 1.5 years and three points for two years.
You still need a qualifying New Zealand job or job offer. Check the current SMC points and requirements.
Skilled Work Experience pathway
The standard pathway requires
- An eligible ANZSCO skill level 1 – 3 job
- At least three years of relevant experience
- Another two years of skilled work in New Zealand
- Pay at least 1.1 times the applicable SMC wage threshold
UAE employment may contribute to the relevant experience component. It does not replace the required New Zealand work component.
Read the Skilled Work Experience pathway guidance.
Trades and Technician pathway
This pathway requires
- An occupation on the specific eligible list
- A relevant qualification comparable to NZQCF Level 4 or higher
- At least 2.5 years of relevant post qualification experience
- Another 1.5 years of qualifying post qualification New Zealand work
Listed examples include carpenters and joiners, diesel motor mechanics, fitters, welders, and construction estimators.
Check the official eligible trades and technician occupations.
Overseas qualifications require the relevant assessment. The 120 credit condition does not apply to overseas trades qualifications. Self employment cannot count as directly relevant experience under either new experience pathway.
See the final June 2026 clarifications.
Check Red and Amber List restrictions
The Skilled Work Experience pathway has additional restrictions.
Amber occupations, including chef, office manager and certain ICT support roles, require three years of relevant New Zealand experience plus another two years of qualifying New Zealand work at 1.2 times the threshold.
Red occupations, including hairdresser and retail manager, cannot use this pathway. These classifications do not automatically exclude every other residence route.
Read the Red and Amber List occupations and pathway restrictions.
Which jobs are in demand in New Zealand and pay well?
The eight roles below combine published pay information with a Green List residence route.
Green List inclusion is an immigration demand signal, not a promise that every employer is recruiting. Your practical opportunity depends on your ability to meet professional, registration and employment requirements.
Pay figures are Tahatū’s indicative annual bands for common earnings, in NZD before tax, checked in September 2026. The occupation pages do not specify one common salary observation year.
These are career estimates, not guaranteed offers or 2027 forecasts, and should not be used as visa salary evidence. See the Tahatū pay-data methodology.
| Occupation | Indicative annual pay, NZD | Green List route | Key occupation condition |
|---|
| Registered nurse | 83,000 – 99,000 | Tier 1 | Nursing Council registration |
| General practitioner | 130,000 – 258,000 | Tier 1 | Accepted Medical Council registration or eligibility letter |
| Civil engineer | 81,000 – 154,000 | Tier 1 | Specified engineering qualification or accepted professional pathway |
| Physiotherapist | 96,000 – 133,000 | Tier 1 | Physiotherapy Board registration |
| Primary school teacher | 72,000 – 93,000 | Tier 1 | Teaching Council registration and practising certificate |
| Secondary school teacher | 72,000 – 93,000 | Tier 1 | Teaching Council registration and practising certificate |
| Software developer / engineer | 90,000 – 154,000 | Tier 1 for the qualifying listed role | Software engineer employee threshold NZD 72.80/hour |
| Electrician | 66,000–107,000 | Tier 2 | EWRB registration or eligible Limited Certificate trainee certificate excluded |
Review the INZ Green List, Appendix 13 for occupation conditions. Your actual duties and all visa requirements must match the relevant occupation.
The software salary band covers a wider career category than the specific immigration occupation.
A high salary does not automatically satisfy the residence threshold
For software engineer employees, NZD 72.80 per hour calculates to NZD 151,424 per year at 40 hours per week and 52 weeks per year.
A NZD 120,000 offer at those hours falls below that threshold. Contractor conditions may differ. See the software engineer requirements.
For Tier 1 roles without a specific listed wage, the current minimum is NZD 35 per hour. That equals NZD 72,800 annually only on the same 40 hour assumption.
Beginning teachers should check their actual pay carefully. See the Straight to Residence pay requirements.
There is also a confirmed future pay example. The covered secondary teacher agreement schedules a full trained teacher base scale of NZD 64,119 – 107,886 from 28 January 2027.
This range covers all scale steps and differs from the common earnings estimate above. Recognised qualifications and experience determine salary placement. See the PPTA agreed teacher pay scales.
Which occupations offer the most direct residence pathway?
For someone who already meets the professional requirements, a qualifying Tier 1 job offer is often the most direct route to residence because an offshore application may be possible without first completing the Tier 2 work period.
This compares the required steps. It is not a prediction of approval or processing speed.
Read the guidance on applying for Green List residence offshore.
Use these questions to choose your next action
Are you already qualified in a regulated profession?
Investigate New Zealand registration before spending heavily on migration preparation.
Are you considering an IT offer?
Compare the contracted hours and immigration wage threshold before judging the annual salary.
Are you working in a trade?
Compare Tier 2 and the specific SMC trades list against your qualification and experience records.
Are you outside these eight occupations?
Assess the SMC pathways. This shortlist is not the complete list of eligible careers.
Choose the route that fits your present career evidence. Retraining only because an occupation is described online as offering “easy PR” can create a longer and more expensive journey.
How to apply for New Zealand skilled migration from Dubai
Step 1: Check your profile and identify the route
Record your
- Age
- Nationality
- Qualifications
- Occupation
- English evidence
- Family details
- Employment history
Skilled residence applicants generally need to be 55 or younger and meet health and character requirements.
Start with the official SMC pathway guide, then compare Green List eligibility.
Step 2: Check qualification recognition and professional registration
Find out whether you need an International Qualification Assessment from the New Zealand Qualifications Authority.
Do not assume every overseas degree needs an IQA, or that a degree title proves its recognised level. Occupational registration is a separate requirement for regulated professions.
Read the NZQA overseas qualification assessment guidance.
Collect degree certificates, transcripts and professional registration records early. If the SMC process requires an IQA, obtain it before submitting the EOI.
See the SMC application process.
Step 3: Secure and verify a qualifying New Zealand job offer
Use the INZ accredited employer list and review the following details in writing.
- Job duties
- Salary
- Weekly hours
- Employment term
- Employer accreditation status
For an AEWV, the employer supplies the application link. The offer must provide at least 30 hours of work per week. Work experience or qualification requirements may also apply.
Read the Accredited Employer Work Visa requirements.
Build your job search around roles you can credibly perform. Your UAE CV should make your actual responsibilities, specialist skills and independently verifiable experience easy for employers to assess.
Step 4: Prepare the correct English evidence
For skilled residence, commonly used principal applicant test thresholds are.
- IELTS overall 6.5
- PTE Academic overall 58
Accepted tests must be taken at a test centre and be no more than two years old when you apply.
Some applicants qualify through specified citizenship or study criteria. Working in English in Dubai alone should not be treated as an exemption.
Read the English language requirements for skilled residence visas.
Do not confuse residence English requirements with AEWV requirements or a professional regulator’s separate standards.
Step 5: Assemble the correct application documents
Prepare a route specific file containing.
- Passport and compliant photographs
- UAE residence records, where requested
- Qualifications and transcripts
- IQA results, if applicable
- Professional registration evidence
- Employment agreement
- Job description
- Salary and hours evidence
- Verifiable employment references
- Supporting payslips or bank records, where required
- English evidence
- Medical evidence
- Police certificates
- Relationship evidence for an included partner or dependent children
- Original documents and required English translations
Use the document checklist on your selected visa page.
Review the Straight to Residence document requirements and AEWV evidence requirements.
For residence, applicants aged 17 or older generally need certificates from their country of citizenship and from countries where they spent at least 12 months in total during the previous ten years.
For many long term Dubai residents, this may mean a UAE police certificate and a certificate from the country of citizenship.
Required certificates should generally be less than six months old at submission. Follow INZ’s country instructions and translation rules. See the police certificate requirements.
Step 6: Submit the correct application online
For Skilled Migrant Category, submit an EOI, receive an invitation if eligible and complete the residence application within four months.
The EOI is free the visa application has a fee. Read the SMC application steps.
For Straight to Residence, apply directly when eligible.
For Work to Residence, complete the qualifying work period before applying.
For an AEWV, use the employer’s application link.
Review the official pages for Straight to Residence, Work to Residence and AEWV.
Step 7: Plan travel, settlement and future residence conditions
Check your visa conditions and coordinate your employment start date after the decision.
Prepare a budget for.
- Relocation
- Accommodation
- Transport
- Healthcare
- Education
- Family settlement needs
Compare your likely household position after New Zealand tax and living costs, rather than relying only on gross salary comparisons with Dubai.
Once you hold residence, keep a record of your travel and any conditions you must satisfy before applying for a Permanent Resident Visa.
Review the Permanent Resident Visa conditions.
How much does applying from Dubai cost?
The official visa pages displayed the following starting costs when checked on 8 September 2026.
These are not complete migration package prices.
Budget separately for.
- Qualification assessment
- Professional registration
- English tests
- Medical examinations
- Police certificates
- Translations
- Agreed professional service fees
- Travel and settlement costs
Confirm the amount for your nationality, application location and visa in the INZ fee and processing time tool before paying.
Distinguish preparation time, mandatory qualifying work and visa processing. A two year work requirement is not a two year processing estimate.
Job search, registration and document preparation can materially affect the overall journey.
What should Dubai applicants know about 2027?
Plan using the current rules, then recheck them before committing to a job, course or application.
In the official material reviewed, an AEWV extension for migrants needing up to 12 additional months of skilled work experience for SMC is scheduled for 2027.
The commencement details and full eligibility process were still to be published. Do not build a plan that depends on receiving this measure.
Read the INZ 2027 AEWV announcement.
Current SMC reference rates include.
- NZD 35 per hour at the base threshold
- NZD 38.50 per hour for the standard Skilled Work Experience pathway
- NZD 42 per hour for the Amber variant
These are immigration thresholds, not market salaries or verified 2027 rates.
For pathways requiring qualifying work, the applicable historical rate may be protected. Use your work start date and the detailed rules rather than automatically substituting a newer rate.
Review the SMC wage thresholds.
A practical preparation plan is to.
- Validate your qualifications and experience.
- Assess professional registration requirements.
- Target qualifying New Zealand employment.
- Prepare English, police and medical documents.
- Recheck the occupation list, wage rules and document validity immediately before applying.
Frequently asked questions
Can I apply for New Zealand skilled migration while living in Dubai?
Yes. An eligible Tier 1 applicant may apply for Straight to Residence from outside New Zealand.
A Dubai address does not remove the need for a qualifying job offer and the other visa requirements. Read the Green List offshore application guidance.
Can I get skilled residence without a New Zealand job offer?
The skilled routes covered here depend on qualifying New Zealand employment or a job offer. An EOI does not replace that requirement.
Other visa categories have different rules. Review the skilled residence requirements.
Is New Zealand PR easy for nurses, engineers or teachers?
Eligible Tier 1 roles can provide a more direct residence route.
However, you still need registration, an eligible job offer, and all visa conditions met. “Easy PR” is not an official visa category.
Read the Green List pathway requirements.
Can my work experience in the UAE count?
Potentially, for the relevant experience component of an eligible experience pathway.
You must still complete the required New Zealand skilled work in New Zealand. Keep evidence of your duties, hours, dates and pay.
Review the SMC pathway rules.
Do I need six points for every SMC pathway?
No. Six points apply to the points pathway.
The Skilled Work Experience and Trades and Technician pathways have their own experience, occupation, qualification and pay conditions.
Read the three SMC pathways.
Is IELTS compulsory for every applicant?
No. INZ accepts other specified tests and some citizenship or study evidence.
If using IELTS for the principal skilled residence applicant, the usual minimum is an overall score of 6.5.
Read the English language requirements.
Can my spouse and children join my residence application?
Eligible partners and dependent children aged 24 or younger may be included, subject to relationship and other requirements.
Being under 25 does not by itself prove dependency. Review the family requirements for Work to Residence.
Does an AEWV automatically become PR after two years?
No. An AEWV is a temporary work visa.
Residence eligibility must be assessed separately, and Permanent Resident Visa eligibility is a later question.
Read the AEWV residence options and Permanent Resident Visa requirements.
What is the highest paying occupation in this comparison?
General practitioner has the highest published common earnings band in this eight role comparison NZD 130,000 – 258,000 before tax.
This is not a ranking of every occupation in New Zealand. See the Tahatū general practitioner pay estimate.
Is a new “easy PR programme” confirmed for 2027?
No such programme was verified in the official sources reviewed.
The announced AEWV extension is a future work visa measure with further details pending. It is not guaranteed residence.
Read the INZ 2027 announcement.
